Years after it was approved by the City Council only to be killed in the State Senate, we finally have a law.
Back then I joked sadly that while Washington, D.C., had its cherry tree blossoms, New York had the blossoming of its plastic-bag trees. Wonder how long before plastic bags stop blowing in the wind.
